Because Bungie designed this for PvP, they don't care about PvE.

Have you played the PvP? It's terrible and the maps are incredibly small

No but I will today. I did watch a lot of streams yesterday. Depending on the streamer they either loved it or hated it. I'll find out for myself this afternoon. I did see an interview with some Bungie folks saying we used supers and heavy ammo too much in PvP so they redesigned it to make the play more for primaries.
