So I looked at dr crispy level 31 hunter and noticed 3 of his armor parts are frm the new vanguard armor that will be sold by vendors he has light of 36 on each armor including the new raid gear gauntlet he as , so basically all of new vendor armor will around 36 max light or more , so basically having all maxed out new vanguard armor will get you to level 31 and you will need raid gear to hit 32 similar to how it's right now 29 and 30
