basically yes. we were already at a devolved technological level. the reseeding set us back even further.
interesting that you mention neanderthals, as they're explicitly explained as being another species of human that was reseeded.

Kinda weird. That doesn't make sense if you apply it to the real world. Here, we evolves from them. There weren't them and Homo Sapiens at the same time.
