Exotic rocket launcher
No idea what small upgrades would be but for the main 2,
Rocket launcher would have the slowest RTF and reload possible but have maximum blast radius starting out.
1st main upgrade: atomic warhead
Rocket blast creates mushroom cloud apon detonation and leaves behind fallout damage
2nd main upgrade: Annihilation
Rocket becomes nuclear greatly increasing blast force and radius, fallout duration and damage is also increased

Soooo.... Dragon's breath? It has a high ROF, but it has amazing blast radius and it leaves A solar flare ( atomic cloud ) on detonation.
