Could you try those troubleshooting steps: Settings > Account > Privacy and Online safety >Xbox privacy >view details and customize > communication and multiplayer > others can communicate with voice, text, or invites, turn off this setting and the join cross-network play one and turn them back on and restart your Xbox to see if it fixes the issue.
