ISSUE: The close Area of Effect of Consecration (The cylinder directly around the player and not the waves that move forward) does not count as a melee for any effect, including and not limited to, on hit triggers, on kill triggers, and melee specific damage increases.
REPRO STEPS (see video):
1. Use the first half of consecration, scorching the target with the initial wave.
2. Turn 90 degrees while in air while moving towards the target
3. Activate consecration again to slam down your character directly next to the target causing the waves to miss but the circular area around the character to ignite the target.
ACTUAL RESULT: On kill effects such as Sun Spots and Markov chain are not activated, on hit effects such as Ember of Torches are not activated (causing Radiant's duration not to refresh), and the damage of the slam and following ignition is not increased by the Melee damage increase active in most crucible modes.
EXPECTED RESULT: A sunspot would be made on kill, Markov Chain from Monte Carlo would be activated at 5x stacks from a melee kill. Ember of torches would activate, causing the player to gain radiant for 8 seconds, or for the duration to be refreshed to 8 seconds. The Slam + Ignition damage would be increased by the 16% when in crucible modes with the Update 3.7.5 balance patch applied to them.

This has happened to me before, does seem like hitting consecration right next to the enemy doesn't kill as expected
