After completing Zero Hour, I received an ingame popup saying something like "Outbreak Perfected schematic unlocked" (I forget the exact wording), but I cannot craft it at the Relic. I have the Zero Hour triumph in the Brave section, but I do not have the pattern unlocked in collections, and restarting the game did not help.
